Why is "Text Enhancer" of the Smart Resolution function dimmed and not possible to change?

"Text Enhancer" is possible to change when the screen resolution is native (1920 x 1080) or the screen size is set to "Normal". Please note that it is not possible to change when the screen resolution is less than the native resolution and the screen size is set to "Full Screen" or "Enlarged".
